Have you completed both games? Are any of the Pokemon illegal / hacked? Have you turned it on and off again? Have you taken out the cart, and put them back in? Have you tried reinstalling Pokebank?
If none of these are the issue then idfk you may as well just move them via save tools and pkhex unless your a faggot without cfw and a9lh.
