Now pokémon in double battles can change position, left pokémon changes to the position of the right or vice versa. But it counts as a move.

I think OP means it would be a speed-based move that occurs when the turn resolves so you use it to fake out opponents who are targeting one Pokemon over the other.
I think it would be kind of pointless.

The problem is that VGC would become a complete shitfest if everyone could switch position.
Protect predictions are enough, adding switch shenanigans is too much.

it's different from Protect though because if you swap a Pokemon to sponge a hit it doesn't negate the target move unless the Pokemon swapping in has a natural immunity. Protect is a free cop-out turn skip with no consequence. Unless the opponent uses Feint, which no one carries.
