People really exaggerated how much losing Levitate hurt Gengar, it's still a top-tier special attacker, and Gengar never got much use out of Levitate anyway (it has no business trying to switch in on most Earthquake users due to how frail it is)

It didn't need Levitate. It really liked it for the aforementioned reasons, but it didn't need it by any means. It's still very viable in OU, especially with the Tapus around and no Ghost resists in sight, bar... Ttar, I guess.
