It helps bridge the gap between Barboach and Whiscash's design since it's what Barboach's stripes become, and a way to balance out the yellow on the design.
Nowadays, we have other Water and Ground Hoennmons with letters on their foreheads, like the M on Camerupt and A on Sharpedo.
