That's a really interesting idea, but I feel it might be too strong. Slowking and Slowbro can heal with no worries and so can set up with no worries by extension, and Wailmer and Wailord get a free Water Spout, like >>31981142 said.
Despite how strong it might be, I think it would be fine on those mons. Seeing Scarf Wailord or CM/NP Slowking in OU would be really cool.
I realized one day that some of the best abilities are basically "you do a move on switching in" but we don't have one of those that actually attacks so this is what I came up with.
Ability: Bum Rush
