Sorry, been out of the loop.
Assuming it got limited distribution (only ice types, and not all of them even), ice types removed them upon switching in (but were not immune to them) and that it could not be active at the same time as stealth rock (meaning setting one replaces the other), how would it realistically affect the meta?
I would guess ice types would go up in usage and we'd have stealth rock/sneaky icicles wars, as all teams would try to set up the one that benefits it the most, but beyond that, what would happen?

Just make it Stealth Rock but Ice-type and learnable by all Ice-type Pokémon and bam, new meta. We can see how it'd affect stuff literally rather than guessing.

A: Make it so there is a limit to the number of hazards allows at once to prevent this and rocks being up
B: Have them disappear after the first switch in
C: Have them disappear after the user switched out or is KOed
