Hilariously enough, the Power Creep sent a lot of Pokemon that were checked by Talonflame in Gen 6 OU to Gen 7 UU. The power creep actually made Staraptor even stronger in UU.

Let me spell it out for you, since it seems you don't get it: Staraptor isn't just too good for UU, it's also shit for OU. While dodrio can shine in the lower tiers (specially now with the recent buff), staraptor is literally incapable of ever being relevant. It's the embodiment of the "BL=Purgatory" idea, and it even sees less usage than UU mons in OU, even though it is by technicality an OU mon. That's why people get angry, not because muh OU, but because you can't use staraptor without being at a direct disadvantage ever, regardless of what tier you play in.

Actually, it's other ability, justified, can be abused with beat up whimsicott. It's not just intimidate, otherwise you'd see masquerain constantly as well. Arcanine's bulk and gigantic supportive movepool while also having +2 priority in extremespeed and good offensive typing make it a good pokemon all around, intimidate or not.
