It actually was a feature back in Gen V, but only in a limited form. I don't have any good screenshots of it, but the Pokemon Musical let you put little accessories onto your Pokemon's sprites temporarily. Sadly, it wouldn't be carried over into battle or anything else besides the Musical, but it was fun regardless.

I'm not much of a competitive battler, but I believe the biggest problems people have with with Flareon are that it's slow (its Speed is only 65) and lacks good moves. It's also weak to Stealth Rock. It has a great Attack stat (130), but as far as I can tell, the only good physical attacks it has are Flare Blitz, Double Edge, and Return, two of which deal recoil damage.

It mainly needs a broader movepool. Making it faster would be nice too. If you swapped its Speed (65) and Special Attack (95) stats, it would be better. I mean, really, it doesn't need a 95 in Special Attack in the first place, nobody uses it as a special attacker anyway.

I'd prefer using two Moonblasts over one Hyper Beam plus a turn for recharge.
Yeah, I think Cute Charm might actually be the better ability. It's not great, because it only has a 30% chance of working (and only then if hit by a contact move (and if the opponent is the opposite gender)), but there don't seem to be any good Normal-type moves that would benefit from Pixilate here. Except maybe Quick Attack, come to think of it.

I guess another question is: does anyone have ideas for an EV spread? I think I'll max out special attack, but should the rest go into HP or Speed?

I'll keep that in mind. I tend to not like really precise EV spreads, because I feel like they're too situational. For example, when training my Scizor a few weeks ago, I saw Smogon suggested an EV spread of 248 HP/16 Atk/60 Def/124 SpD/60 Spe, and I said "no" and maxed out Attack and HP. Still, I might use this if I don't figure out anything better.
