They're weak to Water type ATTACKS, regular water might cause them slight discomfort, but it's not going to hurt them.

Also Rockruff can touch water just fine, though that's probably because it's just a dog with rock elemental powers and isn't actually MADE of rock like most other Rock types.

The move sandstorm and the weather sandstorm are both associated with the rock type, the first being a move of that type, the second because it raises a stat of rock type pokemon when it is up. Also, weather ball becomes a rock type move in a sandstorm.

Yet sand attack, sand tomb, and shore up are ground type. Palossand and hippowdon, both sand monsters, are ground type, not rock. Sand force/veil/rush are shared by more ground types than rock types, and so was sandstream previous to gigalith getting it. Arena trap (arena is spanish for sand) is exclusive to ground types too.

I'm not sure even gamefreak has a clear idea of which type truly represents sand as a whole, if any.

Pokemon aren't hurt by the literal element of a type they're weak to just from being exposed to it. Unless it's something like ice and fire which normally harm you, it doesn't mean much. Water attacks are often strong currents or pressurized blasts that would damage even normal people. A shower wouldn't do much damage to you, neither would a bath damage a pokemon.
