Generations is unique because it's designed to comply with game canon. Minus a few exceptions where the protagonist was missing, there's very little to conflict with game canonicity.

This is especially true with Looker's involvement in the earlier episodes - there's no reason we can't accept this as a retroactive lore addition.

Plus, it was commissioned directly from TCPi; it's not a voluntarily licensed adaption like Adventures manga, nor a cleanly separated canon like the Ashnime. I think details in Generations that corroborate with game evidence should be considered as viable to help determine what TCPi suggests is accepted canon.
