Just because the story railroads the PC to success doesn't mean it doesn't count. Chalk it up to a cop-out if you want, but as far as any canon is considered, the PC is an outstanding trainer by the end of the game.

The only thing Cynthia has over Dawn is that she can have lewds without attracting loli hate.

I'm surprised about Rosa's popularity too. I understand Hilda's because of those shorts and she was the first BW girl, but Rosa came during BW's waning years and she has no exposure in the anime, etc.
