Actually no, it's VERY relevant, considering OP is asking the degree of command Mega Chomp would have. Mega Salamence is relevant since it's been there, done that.

In XY, it would have likely been banned. In ORAS, with the new 110 Speed mons and in Gen 7, it faces more competition to be used and has more things that can outspeed and overwhelm it. That, and non-Mega Garchomp maintains many roles to compete with Garchompite.

I would say it wouldn't be broken nowadays since once it's identifiable as the Mega, and once the meta adapts around it, it can face a great deal of obstacles to balance it.
