Only truly bad one is Arbok, which just plane mediocre stats.

Lurantis's problem isn't that it's bad, just that it's completely redundant and fills no niches. Not only is there another pure grass type within its generation that already outclasses it at just about everything (Tsareena), but its signature move is just "physical Solar Beam" and provides no unique effects, its regular ability is garbage, and its hidden ability is pointless because there's a pure grass type that has existed for two generations who's much better at using Contrary (Serperior). Rain would get rocked by the 100% accuracy Thunder it's rain is giving.
Sun would lose it's Ground weakness, but also be 4x weak to stealth rocks.
Hail would get two whole resistances, which is one more than before, and even an immunity to boot. It would also be 4X weak to rocks.

Castform's major issues are it's mediocre stats and it's ability. If it's abilities were Drought, Drizzle, and Snow Warning, it could maybe be a weather setter. Weather Ball would also be so much better without needing to set up. It would be nice if it could still switch forms without it's ability as well, like Cherrim does. Maybe give it some new forms for the new weather conditions, why not? To finish it off, slap U-Turn/Volt Switch on him and he's good to go.
