I don't think you understand what a cutscene is
Characters standing around talking via dialog boxes is not a cutscene
There's only 2 or 3 actual cutscenes in the game

No, there weren't. There was a lot of dialogue, but RPGs from late 90s had more than this. Fuck, even fucking SSBB probably had more cutscenes than SM did.
