If it got real Fighting moves and Shell Smash then it would actually be pretty good. Dragon/Fighting threatens a lot of things and with Shell Smash it really would only need one turn to get completely set up, at which point it still has three attacks to work with. And unlike Pokemon like Garchomp that sometimes have to run a Special move to get around certain walls (ie. Chomp with Fire Blast back in the DPPt days) Kommo-O actually could go totally mixed without really giving anything up.

The annoying part is that even though he will get all this stuff eventually (they clearly wanted to give him Shell Smash, hence the Battle Tree appearance, and we all know he'll get proper fighting moves through tutors or breeding at some point), in the games he was introduced in he's actually pretty shit.

Blastoise got access to one of the most coveted and rare moves in the game, Aura Sphere, because Gamefreak felt like it.
Move descriptions are loose guidelines.
