It has trouble revenge killing bulky sweepers that use recovery. Pokémon with the Pressure ability can give it hell too. Good luck using Scarf Ditto to revenge kill stuff like Mega Venusuar, Reuniclus, Suicune, or Clefable.

you are right in saying that ditto is not perfect as a revange killer, but you still didn't prove it isn;t the best.
to prove it what you need to do is simple:
find a better revenge killer.
