The idea with grass is much more complicated. If you throw a leaf or a seed onto a rock, or hit it with a log, the rock is going to win. So the idea is that grass grows slowly through the weak points and tears the rock or ground apart with its roots. So with Steel it's not that much of a stretch to argue grass has done a similar thing, but not quite as well, hence not being super effective but just neutral.

Instead of creating fairy they could've just made steel do double damage to dragons since it's the idea of the hero's sword slaying the dragon
