It takes just a bit of abstract thinking to realize that OP meant that since Ground-types are weak to Water, they can't easily switch in and thus its Ground weakness is "neutralized".
Of course, with attacking stats as low as Toxapex's, this is not really true.

Spam volt switch/thunderbolt with specs topu keko under electric terrain. That gets rid of 99% of toxapex's sets in 1 hit, unless it is a rare full SpD set.
