Noncannon Mewtwo is actually small star level+ and mach 30,000+ as opposed to Frieza Saga Frieza's large planet and mach 12,000 with Mewtwo having far more hax. It'd take Golden Frieza to beat the strongest Mewtwo, (or Gotenks and above, Cooler or Broly if we include noncannon)
