It seems that you can pass illegal relearn moves over the gts. The legality checker seems to only care if the move has ever been legal. Completely useless outside of three scenarios:
>Fissure no guard machamp in battle tree
>4 extra moveslots for tutor moves on transferred mons
>Making old events have relearnable moves
