Wikipedia shows a budget of 50M for marketing for Red and Blue, but there doesn't seem to be any public data on the development costs or on any other game.

Because Hoenn included poke Okinawa and Southern Japan, which are also subtropical to tropical. They probably just had that in mind for Phoebe, and Hawaiian print is generic and popular enough to be generically used by pretty much everywhere tropical world wide. They probably didn't think that far ahead, and they didn't really mean much by it. That and or she's too similar to Acerolla.
