In-game? Probably Heat, as Wash's Hydro Pump only gets 5 PP, and you'll be putting up with a number of Trainers consecutively.

Heat or Mow because PP.

Gen 4 heat and mow only, Past gen 4 heat/mow and normal are all fine choices.
