We've been doing the evil teams lieutenants designs. We're at the tail end of the second so we still have one more before we return to gym leader designs with Ashley. If you meant character wise, that was probably decided a long time ago, although, since we may have a small role in the plot, he might get more character exploration when the plot writing team arrives at that part in the story.
