It's basically a water variant of Ferrothorn with Recover and Regenerator, and has access to Toxic Spikes. Why would you not use it over Tentacruel?

In short, both have their roles. Tentacruel functions as a utility mon with Spin and Knock Off support that can actually put up some slight offensive threat if need be. Toxapex is a wall that takes hits and spreads status. Pick what your team needs.
