Why would you want this or Dratini before the E4? Their evolution levels are so high that you'll be carrying trash until post game, where they finally evolve into their final evolution. They're pointless to have before the E4
introduced in gen 2 =! Johto Pokémon.
They are either native to Kanto and were more tecently discovered or are native to another region and immigrated there. Think of it like in BW2 with all of the new mons there. Time passed, so the available regional Pokémon are different.

I always thought this was because the game was designed around there being 2 regions, hence your first trip to the E4 has them at the 40s-50s. Having Kanto only Pokemon was likely put in place so that the player would still have new Pokemon to discover, even when going through a familiar region. I don't think it was a good idea, but it at least makes sense.
