Why did they remake Ruby and Sapphire instead of Emerald?

If any other company made a remake of an inferior version of their game when an objectively more finished version of said game exists, they'd be attacked relentlessly. HGSS didn't particularly offend me, since they included everything from Crystal, but ORAS are just unforgivable.

The lack of Emerald's increased difficulty, Emerald's Battle Frontier and other things like having a more concise story (Team MAGMA and Groudon actually living in Volcano's etc) is unacceptable.
