Practically speaking, what are viability rankings actually *for*?

Like, are they meant to be there to give new players an idea of where to start and what they need to counter? Are they to give a better idea of what should be suspect tested? Or are they just there to provide a discussion point as people bitch about how something is only C rank even though they used it successfully once?

It understand the point of tiers because they create multiple, more balanced metagames, but categorisation within categorisation just seems unnecessary.

It's fast and powerful, has decent coverage. Lele's Psychic Terrain turns it into a nuke, and Trace is great for all of the useful abilites in OU. Beast Boost, Intimidate, Regenerator, etc.
