I would argue Metagross as it has to rely on Meteor Miss and Zen Headbutt, both of which are pretty poor STAB moves. But it does get some good Move Tutor moves.

Gyrados had this problem prior to Gen 4.

Lilligant especially has the movepool problem though I doubt many people would say Grass is "excellent" typing.

Recover and Extreme Speed. It would make running Normal type Silvally viable, thus allowing things like Z-Parting Shot sets, and it's decent bulk would be accommodated by a recovery move.
Someone else stated the Memory Disks should be a key item so you can change Silvally's type remotely while also letting him hold an item, or making Silvally change types with Z-Crystals, or at least give Memories a 20% STAB bonus so Silvally doesn't need a Swords Dance to deal good damage.

What's odd is that Silvally is in a good position to be one of the flagship Pokemon of Gen 7, and GF knows what to do to make a Pokemon viable (see: Mega Charizards) so it's confusing as to why GF would gimp Silvally's moveset so hard. He doesn't even get Earthquake. Silvally has so many tiny but critical flaws that could be fixed so easily, that it almost feels like GF intentionally made him lackluster.

Also, Disgaea has cuh-rayzee specials. You should check it out if you're into that kinda thing.

I really hope D5 on Switch does well, considering how people are apparently into SRPG due to the success of Fire Emblem, I'm hoping the Nintendo audience will breathe new life into the series. I've been waiting 6 years for someone to ask me that. ZHP is my favorite game by NIS bar none. The story, characters, music and gameplay are all 10/10s in my book. It's a shame it sold badly and NIS had to put it on the back shelf, but at least Darkdeath Evilman shows up as a boss in both Disgaa D2 and Disgaea 5. I drew this for a /v/ drawthread. I should really do more ZHP art if no one else will.

Your taste is really spot on though, that's my favorite dungeon theme outside the constantly shifting one.
Also, ZHP does the over the top humor so well. It handles the switch from a joke cutscene to a serious one so well, I think the best example is when Pirohiko runs into a zombie and at first they crack a joke, then the zombie goes on about how he died in Oldlama's war and asks them "what is justice?" It caught me off guard, I wasn't expecting political commentary from my zany JRPG, but fuck if I don't love this game for it.
