They add-typed a lot of pokemon in Gen 2 tho. But i guess GF didnt want to work that are back then. I mean i could see it as a Poison/Dark. It would be an interesting type play, but not really in the meta.

It's great typing, but arbok isn't really evil, and dark type is called evil type in nipland. Being used by a bad guy =/= evil. If anything, I could see it more as a psychic type because of the weird hood pattern gimmick shit.
