Because the physical/Special split didn't exist in gens I-III.
If Typhlosion had a better attack, some other stats would be lowered, making it pretty bad (look at Flareon).

Its more of a mixed attacker if anything. The swords are just ripped or detached parts of it's armor. So it can use them like a shield while running a pure special set.
