I don't understand why School Forme wasn't a regular evo. It's not like it's OP or anything.

Let's keep it a forme but do the HP increase, since a pokemon with base 130 HP and those stats permanently would be fucking broken.

Because it's the weakest Pokemon ever and it has no way to evolve, and being means it's either too weak to be accepted to a school (<level 20) or so wounded it was abandoned by its school and left to die. The life of a Wishiwashi outside of school form is nothing but misery so of course it's sad.
