Doesn't help. Sawsbuck is essentially all of that, but with a secondary STAB that hits everything bar Steel types. Lurantis excels at going mixed with Weather Ball and Solar Blade.

Basically all it needs. Maybe +15 Speed too. Would outpace nonScarf Pheromosa under sunlight.

It already learns it, and is outclassed by Growth under sunlight anyway.

Go special and abuse Leaf Storm Contrary, which is what you'll most Lurantis doing anyway. It'll be a more powerful, but still somewhat Serperior with less status options, but that's better than what it is now.
