It's primarily an anime based on the premise that there are powerful and mythical creatures from another world assimilating into normal civilian life. It hooks the viewer with a curiosity as to how these dragon-humans interact within this world, and it makes us want to know more about the characters themselves bit by bit, but it's mostly entertainment for now, probably to ease the viewers into it because there seems to be some heavy plot they're not talking about.

And they just so happen to be kawaii as fuck.
