It's a stallbreaker retards. Poison heal makes it impossible to status and allows it to switch into knock off. This plus passive recovery allows it to set up swords dance freely. It also gets taunt. You can use it on stall, but it's outclassed by its other sets and there are better options available to you.

Stall is the same thing in Pokemon it is in card or rts or any other strategy game. Substitute blocks status conditions on the user unless the other player has infiltrator, substitute gives it's mileage by blocking damage for just 25% hp unless it has infiltrator or is a sound move.

It's actually a wincon, you aren't recovering or buying turns, you are setting up a wincon, think of sub DD Salamence or last VGC sub Tapu Fini, neither are stall but use substitute to become ridiculously hard to take down while they rip apart everything behind their boosts.

You got assblasted by a Gliscor, though luck, meanwhile last gen I ran sub disable Gengar as a Wincon forcing switches left and right and hitting bullshit hard enough to turn everything on 2hkos after rocks.

Substitute was never part of the stall archetype, in fact substitute often punishes passive stall play by taking several hits to break and granting status immunity.
