It's main downfall as a wall is a lack of Scald and a lack of recovery, so giving it those two things would at least make it usable in a lower tier. To make it actually good, you'd also need Freeze Dry and an ability like Filter.

It's pretty easy making it viable but not plain broken.

There, both have something more over Lapras or Mega Glalie & other similar mons.
They'd need to risk the Salac Berry range or locked into shallow movepools balancing Belly Drum, also +6 STAB 40BP priorities aren't hard to handle from those two mons.
