Design-wise, you might want to include a rose bulb in the second evo's design. The sudden appearance of the rose/frill is jarring, to say the least.
Also, get rid of the wings. The design works better without it, desu.
One more thing, why the sudden change of body color for the second evo?

I like this design compared to the first two.

I like the theme of the three. But the final fire evo's lance arms are awful. Why not a lance horn?

Fire would be something I'd actually want to see in games with design adjustments (the arms look really off)

It's a vague area. but just look at all the current starters for example. They're nowhere near as bizzare as that. The faces of the second and third forms of that design also don't really have a way to convey emotions easily, which is pretty important for a starter. It's too weird and inhuman to be a starter, which are always fairly simple and have anthropomorphic personalities at the least, if not entire bodies.
