My initial task was to use johto-only mons, but since there isn't any fire-type I'm stuck with Magmar until Houndour is available.

Yep, it used to be a magby until it evolved at lv.30. But I still consider it a kanto mon, so it's basically a placeholder for Houndoom once I will get to Celadon City.
