At least BL, OU if he gets Accelerock. Sash Rampardos would be insane- use Swords Dance for a +4 boost and prepare to assrape all opposition, breaking walls with Head Smash and killing sweepers with Accelerock.

It's not bad at what it does, it just lacks moves. Thunder/Tbolt and Hidden Power. That's about all it can run. Maybe throw a Twave in there but its really just filler

I don't think it even needs the screens, reliable recovery alone would help it a lot, and give the mega fucking regenerator, healer has no reason to exist, even in doubles.

First it needs a good ability like Espeon's or Sylveon's. It could keep Eevee's Adaptability or give it another offensive oriented ability.
Then a wider movepool. Things like Flash Cannon, Energy Ball, Psyshock or even Ice Beam (so it would have something different form Megaman or Raikou) comes to mind.
And last GF should boost stats on eeveelutions. 130/110/95 and then 60's might be good for first/second gen but now they need better numbers. That boost should be slightly in the higher stats and increase in the smaller ones, without touching their most useless (Jolteon's Attack or Umbreon's Special Attack).
So everything besides its main gimmick: being a pure electric type, evolved from a unstable DNA doggo

Stat-wise it should be better or at least as good as Starmie, but it's not due to its limited movepool.

It could use some more utility moves like maybe Spikes and Toxic Spikes (which makes sense thematically, it also learns Pin Missile after all), and it needs better coverage options - Ice Beam doesn't make a lot of sense on it, but it would greatly improve its offensive presence.
