Why was Mew in RG? Was it always going to be an event? Or was it supposed to be leftover from development and never seen?

It was added at the last minute and they decided to distribute it in events.
I read somewhere that mew was put in st the last minute without the creator and most of the other devs knowing.
Morimoto threw it in at literally the last minute because he thought the idea of a Pokemon so hidden not even the dev team knew about it was funny.
The rest of the team/Nintendo later discovered it and so they eventually gave it out via event.

After removing the debugging tools, Mew was added into the game as a last minute thing before it was shipped. Otherwise, they might have added that data into Blue or Yellow and then distributed it via events.
