We need more stuff like Aurora Veil, Slush Rush, and Ice types that aren't slow and "bulky".

You're answering your own question. It's not like they "tried" to do something with Alola Persian and failed. It's not like they were thinking "ah, the average Pokémon fan will fall head over heels with this one! It's gonna be so popular!" It is like that because they wanted it to be like that and that's what it's supposed to be like.
