1) A change in art style and a different focus is not a different universe. You're just assmad that Ash lost the league and doesn't look "omg so badass" anymore. The Sun and Moon series is different because they felt the need to change it. Nothing more.
2) Necrozma and Ho-oh do not have the power to reset anything, so there is no reason why they would ever be able to reset the universe. Literally all they do is control rainbows. Ho-oh allegedly has the power of resurrection, but that can't reset universes.
3) Steel Ball Run does NOT take place in the reset universe from Stone Ocean and I have no idea why people still believe this. The reset universe allegedly removed the curse on the Joestar bloodline and made their timeline less tragic, and the only concrete thing we know about it is that Pucci is gone and everyone is the same except Jolyne's name is Irene and she's not in prison. We're led to believe that that characters are all the same. In Steel Ball Run, the characters are completely changed. This is further proven by JoJolion, in which Yoshikage Kira is not a serial murderer and pretty much everyone known from Part 4 is altered completely and new people are added to the mix.
