I mean, Phanpy is literally just an elephant. Why is it ground type and not normal type? Because ground type works well and makes it stronger, that's why.

Before, Mr. Mime was just a shittier Alakazam. With the addition of Fairy type, he became a kinda shitty Gardevoir. With the addition of his new hidden ability, he's actually pretty damn good and can carve out his own small niche.

If Donphan had been created for Gen 3, it would've gotten a "Shockproof" Ability. But it wasn't, so it's Ground instead.

My best guess, is that it's because it sort of looks like an elf. It's got the curly shoes and jolly disposition, and is *almost* human.

Look at it's feet. They're clearly shoes inspired by Gnomes and elves. Even though I find Mr. Mime disappointing as a fairy, it does have some Fairy elements to justify it's shiny new type.
