I don't remember exactly, but it was S rank because it was one of the best Fairies at the time, and metagame shifts made it a top choice for the Mega slot, IIRC.

its BL because 1 mega per team, and the mega slot was really, really competitive in ORAS OU. Meta shifted towards a little more stall that could actually handle it fine despite their cornerstone being weak to it, and unlike megazard-x it was susceptible to being burned. Megazord took its S rank later.
