So, here's the deal.

I want to do some sort of Mantine thing.

The first stage of evolution is a simple helmet-like structure.

The next stage is a headless set of armour, with an ominous, Spiritomb-like face at its chest area. Official art depicts it carrying its preevolution in its arms.

It come out looking like an armored cartoony Pinhead, grabs a braid on the top of the head, pulls its own head off and spins the head like a chain mace to attack

Its base form would just be a bunch of bald heads. It evolves and gains a body but it sometimes loses heads to make more Dullahans, at least in its pokedex entry, if not in practice. Maybe a regional variant where its super tall and is also part dragon for some reason.

It would be Ghost, Ghost/Dark, or Ghost/Steel. Nothing about it is Fairy by Pokemon standards.
