Currently most BL mons see usage in OU too, just not the necessary amount, the only ones suffering from the purgatory meme are staraptor and diggersby.

And a pokemon is classified as the lowest tier they can be used in, since you can't use these guys in UU, they're OU by technicality.

Because you can still use it elsewhere. You can't use staraptor anywhere lower than OU, so it's OU by technicality. And if shedinja hit the necessary percentage it would get sent to OU, like tangrowth was. Niches are one thing, being too good for anything else is another.

If it was OU why make BL an official sub group of Pokemon? They're inbetween usages, if they were OU they would be classified as OU. Instead they're classified as BL

BL means they're too good for anything other than OU, but don't see the necessary usage. Rather than another tier, I rather see it as a division to make it clear to people what isn't really a useful pick when teambuilding. Granted, they have their niches and strengths that led them to being BL, but you can't just put them on any team.

They are like the lowest tier of OU, an F viability ranking or something like that. Saying they're not OU because of that is like saying OU mons less viable than UU mons in the same tier are not OU either.
