If you make ice resist water, you should make it so that scald hits ice for SE damage. It's boilling water after all.

Honesty I think the only reason why it doesn't right now is b/c GF legitimately understands the ice is a shit defensive type. But that's what you get when you're one of the best offensive types in the game.

Terrain/weather abilities only last 3 turns instead of 5

The only pre evo eviolite makes better than its evolved counterpart is chansey (However in ubers, blissey is better). Every other eviolite user is just as good (porygon2) or worse than their evolved counterpart. Nerfing an item to nerf one mon some people (read: you) don't like will never happen.

Lack of access wouldn't change anything. All you have to see is every magic guard clefable set and that they all have soft boiled, a move exclusive to gen 3.

If your talking about non smogon singles, chansey isn't viable in battlespot singles, and if your playing non smogon 6v6 singles, chansey is the least of your problems (read: Mega mence, blaziken, and other ubers lite that would be allowed in a non smogon enviornment)
