How are the Tapus considered sub-legends?

Sub-legendary is a term of the legendaries that aren't deliberately OP and thus not banned from battle facilities. Cosmog/Coseom aside I mean.

It's from the datamine, the game code considers them as such. Most non-mascot legends are considered sub-legends, including UBs and the Tapus. From other gens, they would be stuff like the 3 Birds, Beasts, Golems, etc.
Also the game code apparently considers Phione to be a Legendary as well.

tapus actually have BST spreads of 570 like the UBs. Before this every legendary had at least 600.

Yeah probably, same reason it's banned in tournaments.
I do like that it settles the debate about it though, since the official game designation is available.
