If Pidgeot can fly at Mach 2 with a base 91 speed. Does that mean Pokémon with a base stat speed of 91+ are capable of traveling at speeds as or faster than Mach 2?

Max fly speed is not the same thing as battle speed, Pidgeot has to build speed to reach mach 2 speed

The Speed stat is a combination of things akin to reaction speed and initiative.

You've got it the wrong way. It's not base stats that are arbitrary, its the pokedex definitions that are.
Seriously, they just say shit that is contradicted within itself all the time. Its impossible for the dex to be correct.
Stats are the only thing that are true.
I think Speed stat =/= Movement speed
The speed stat resembles more agility than actual speed. Granted, most fast pokemon have high speed, but if you look at how things like greninja outspeed pidgeot, even though greninja can't go at those speeds, it makes sense.

Yeah, pretty much this. If the Pokemon isn't clever and doesn't know when to react and make user of it's speed, then going mach 2 is not very useful.
