I think it was maybe supposed to be used as some sort of Blissey with decent attacking stats. Of course the myriad of weaknesses work really bad against it, and while Blissey works because of her defenses is really high, Guzzlord's defenses are reallly low, and because the way damage is calculated, the HP can't counterbalance it
