The idea behind some pokemon having only two moves is that the AI is really stupid and instead of game freak bothering to fix it so it doesn't spam status moves, they just give the pokemon less moves to choose from.

It's laziness on game freak's part but Less Moves doesn't necessarily equal not as hard.

Fire Red fixed it without deflating the levels which was annoying. I replayed it recently after cheesing Yellow but Misty, the Blue fight on nugget bridge and Loreli were massive walls since they outleveled me and had not complete movesets.

Ended up losing to Loreli like 10 times to level grind and once I got past her, I beat the rest easily with Mr.Mime.

Most teams have little to no strategy behind them as well as a lack of synergy. And as long as you're fighting Wild Pokemon, Trainer's Pokemon, or using energy drinks on your Pokemon then they are EV trained. They might not be EV trained specifically but they are still reaping the benefit of EVs.
